Why local history matters
Elgin was founded in 1835 by settler James Talcott Gifford, who named the settlement for a Scottish hymn tune, and was incorporated as a town in 1846 and as a city in 1854. A dam built on the Fox River in 1838 and a rail link that arrived in 1850 turned Elgin into a major dairy-producing center, and for nearly 100 years -- from 1864 until 1969 -- the Elgin National Watch Company's manufacturing complex was the largest site in the world dedicated to watchmaking.

Through humid summers the flow reverses and moisture condenses on cool below-grade surfaces, which the slow-draining till keeps damp.
